This is another one of those images that definitely looks like it's moving. But it's not. It's just a plain picture
and is truly not moving in any way. But because of the way it's drawn, it really gives the impression of movement.
The only way to convince you of this is to try your best to stare at one spot in the picture. It can be any specific
spot, but you'll have to force yourself to stare just at that spot. Hopefully by doing this you'll eventually
see that nothing moves at all.
But sure
enough, when you relax your eyes and just casually look at the entire image you'll see a tremendous amount
of movement.

Added 2/15/12. Look at the moving blue dots.
It appears that they are expanding (moving) at a pretty steady speed. But by covering certain parts of this image, the
speed that they move at changes drastically.

Put one hand directly in the center of the image (so most
of the inside of the image is covered and only the outer edges of the image can be seen). When this is done, the dots
appear to move much faster.
But if you take both hands and cover the OUTER portions
of the image, the dots will appear to move much SLOWER.
